IBR's core management team has many years of combined experience in the plasma collection business.


They have developed and are opening numerous plasma centers throughout the United States. Several of the core management personnel have been responsible, at various times throughout their careers for the operation of over 50 plasma centers at one time and have worked for some of the major plasma companies in the industry.


Our team's experience includes: center site selection, development, staffing, training, obtaining FDA and EU approval, donation programs, and Quality Assurance. Our staff has extensive experience in FDA, PPTA, cGMP and German Health Authority regulatory and compliance matters.

The management team of International BioResources, LLC brings together a wide range of experience in all aspects of plasma collection.

 

ROBERT J. GAGNARD

CHAIRMAN OF THE BOARD OF DIRECTORS

 

Robert has been an owner involved in the Source Plasma business since 1974. He has directed the development of several Source Plasma center companies over the last 25 years. Robert has a reputation of delivering quality Source Plasma in large quantities from the companies he has directed. His companies have sold Source Plasma to Alpha Therapeutic Corporation, Baxter, Bayer, Centeon (part of Aventis), SeraCare, Talecris, Octapharma and other major bio-pharmaceutical companies.

RODNEY L. SAVOY, CPA

VICE CHAIRMAN OF THE BOARD OF DIRECTORS

 

In 1995 Rodney joined Robert Gagnard to form Nations Biologics, Inc., which developed and operated sixteen (16) blood plasma collection centers and subsequently formed International BioResources, LLC . He has been involved in the Source Plasma industry since 1978 in all phases of management including CEO of International BioResources, LLC. He is currently active in the financial and administrative areas of the Company.

BEN BLANCHET

CEO AND PRESIDENT

 

One of the founders of IBR, and currently the CEO, President and a Board Member, he received his B.A. with highest distinction from USL in 1975 and his J.D. cum laude from Harvard Law School in 1978.

GREG STRATEGIER

VICE PRESIDENT, CFO AND BOARD MEMBER

 

Greg is a Certified Public Accountant with over twenty years experience in accounting and corporate finance. He has helped raise over 400 million dollars for five different companies and has directed their finance and accounting departments. Greg has been involved with the Source Plasma industry since 2002.

MICHAEL MESSICK

SR VICE PRESIDENT, OPERATIONS AND TRAINING

 

Mike has over 25 years in the plasmapheresis industry, the latter part of which has centered on training, quality assurance, regulatory affairs and compliance. Mike has served IBR in these positions in the past: President, Operations & Training and Vice President of Regulatory Affairs/Quality Assurance. Under prior plasma companies, Mike has held the position of Center Director, Regional Manager, Director of Operations, Quality Manager, Director of Quality Assurance and Director of Regulatory Compliance. Mike has been instrumental in the development and maintenance of several training and quality assurance programs. He has worked for several major Source Plasma producers including SeraCare, Inc., Serologicals Corporation and Seramed, Inc.

JEROME PARNELL III

CHIEF OPERATING OFFICER AND BOARD MEMBER

 

Jerome began working in the Source Plasma industry in 1999 for Alpha Therapeutic Corporation focusing on change management strategies and lean systems implementation. In 2003, as regional director, he assisted management with the acquisition of Alpha’s assets into Baxter Healthcare. After the Baxter acquisition, he joined IBR in May of 2004 and was working in the capacity of Associate Ops Director. In August 2005 he was promoted to Vice President of Operations and later, Vice President of New Center Development. His academic background includes undergraduate studies from Lehigh University, post-baccalaureate studies at UNC-Chapel Hill, and graduate education in business management and healthcare administration at Stetson/UCFL.

P. ANN HOPPE

RA / QA DEPARTMENT HEAD

 

Ms. Hoppe is President of an independent consulting firm (Hoppe Regulatory Consultants) providing services primarily to the biologics and medical device industries in the USA and internationally. Ms. Hoppe held senior level positions in the Center for Biologics Evaluation and Research (CBER), US Food and Drug Administration from 1974 to 1994. At FDA, Ms. Hoppe served as deputy director/acting director of the Division of Blood and Blood Products (later, Office of Blood Research and Review) with primary responsibility for regulatory policy issues related to the review of transfusion products and in vitro diagnostic medical devices at CBER. She has written and spoken widely about the FDA's role in regulating the blood industry and has served as liaison to many national and international standard setting groups such as the American Association of Blood Banks, the Council of Europe and the World Health Organization. Her FDA responsibilities also included coordination of the Office of Blood Research and Review Task Force for Revision of the Blood Regulations, and participation in the "Management Committee of the Canadian Commission of Inquiry on the Blood System in Canada."

NANCI HAYWARD

SR. VICE PRESIDENT of REGULATORY AFFAIRS/QUALITY ASSURANCE

 

Nanci has nearly 30 years of experience in regulated industry including transfusion medicine, clinical trials, laboratory medicine, biotechnology and the volunteer blood and plasma donor industries. A medical technologist with a blood banking specialty, Nanci has worked in upper management positions for United Blood Services a division of Blood Systems, Inc, Serologicals Corporation, and Quintiles Laboratories. Nanci focuses on team building, goal oriented management, and direct industrial experience using project management skills to achieve the highest quality and regulatory compliance.

SCOTT RAMSEY

VICE PRESIDENT, UNLICENSED OPERATIONS

 

Scott has served IBR in these positions in the past: Regional Director, Regional Manager, Quality Manager, Field and Center Manager. Scott has over 17 years in the plasmapheresis industry, primarily focused in operations and training roles. Under prior plasma companies, Scott has been in operations and functioned as an Executive Director, Center Director for 10 years. Scott’s centers have regularly been recognized with Quality Plasma Awards from his customers. Scott has been instrumental in the development and maintenance of pre- licensed and licensed centers including site selection, donor center layout and construction. He has worked for several major Source Plasma producers including Plasma Care, Inc., Serologicals Corporation and Seramed, Inc.

MICHAEL RICH

VICE PRESIDENT, LICENSED OPERATIONS

 

Mike has more than ten years experience working in the plasma industry. During this time, Mike has held various positions including Center Manager, Regional Director, and Director of Operations and Training for several companies including Alpha Therapeutic Corp., BioLife, and International BioResources. He has had success in managing multiple high volume donor centers while demonstrating a commitment to outstanding regulatory compliance. Mike holds a bachelor's degree in Business Administration from Capella University.
